The TWIC card is issued in support of security. Represents an identification card of a transport employee. It is embedded in the program by the US Department of Defense and Coast Guard. The aim is to maximize control over the access of marine personnel to protected areas and certain facilities. In short, this specific TWIC card access procedure is focused on preventing terrorist activities and other threatening events at all ports.

The card has an integrated chip for storing certain information about the holder. It is read when placed in a reader or when approaching a “contactless” reader. It also contains a magnetic strip, similar to a credit card with a digital barcode on the back. There is also a fingerprint of the holder for even greater security.

To become a TWIC cardholder, one person must go through a complete screening process. This makes the identification of the worker very easy. Only after the completion of the whole procedure, do maritime workers have the right of access to the protected areas of the maritime transport system.

Why is a TWIC card required?

  • Scheduling an appointment at the TWIC Card Issue Center – you can do it again by phone or by an online request. You will not be returned if you just go to the location, but that means waiting for everyone who has an appointment. It can take you quite a while, even with an attempt to arrange the exact date and time. Therefore, contact the agency as soon as you complete the application for pre-registration

In addition to the above procedure, you can also go through the online application, all remotely. The last option is to physically visit a recording center.

The second part, after arranging a meeting, includes a few more steps that you need to prepare for:

  • During the meeting, you must have at least one identification document (ID, passport, etc.). This way you will be validated before the authorities. Sometimes a slightly larger organization is required – providing two documents, including a photo ID such as a driver’s license or national ID card and birth certificate. This is the case when you do not have a passport, global entry card, green card, or FAST card (free and secure trading)

  • The third thing you need to do is pay the TWIC card fee. Usually, the price is $125 with a validity of 5 years. You can save $20 if you provide a valid hazardous materials license or FAST card.
  • If you get here, you’re in the final. All you have to do is indicate how to receive the card. The publishing process takes about a month and a half and a half. You can get it the way you prefer – by mail or from the record center where you have submitted your documents.

Waiting for TSA approval

Once you have done everything you need and expect to receive the card, some complications may occur. You will be adequately checked in the database – nationally and internationally. If any crimes or past convictions are uncovered, you may have to appeal. In this case, you will receive a letter with instructions on how to file a complaint.

If your survey went smoothly, you will be notified that your card is ready. With the photo ID, you will receive the card in the center (if you have not selected the mail delivery option).

Renewal or issue of a new (lost or damaged) TWIC card

As it became clear, the card is valid for a period of 5 years. You then need to complete the renewal procedure. The steps are the same as the previous ones – you need to fill in the application form again. The same documents are needed. Each eligible person will be issued a TWIC card.

The fact that you have renewed your card so far without a problem does not mean that it will be every time. What is important is what has happened in the last 5 years. There is a very long list of criminal convictions that can set you apart with a reissue. The reissue price is $128. Again, there is an option to reduce the $105 if you have a hazmat-approved driver’s license.

If your card is lost and damaged (unusable through the readers), you need to renew it. Again, you will be checked for eligibility to hold a TWIC card. The fee here is lower – $60. Within about two months, you will receive your card in the way you want – locally in the center or by post.

EXW Incoterms: ex-works

The goods are then transferred as the responsibility and property of the buyer and he is responsible for their unloading.

FCA Incoterms: Free Carrier

By specifying FCA incoterms in the international trade agreement, the two parties agree on a place and a carrier for the delivery of the goods. The agreed delivery point for the goods released for export is what determines the responsibility of the seller and the buyer. There are two options for loading here – directly from the seller’s warehouses or elsewhere. In the case of loading from his warehouse, he assumes responsibility for proper and trouble-free loading, but otherwise, the seller is not responsible.

FCA incoterms assumes that the buyer is aware and will fulfill his obligations to arrange the transport part, as well as to bear the cost of export and import to the respective country.

FOB Incoterms: Free on-board

FOB is widely used in maritime transport. In this case, the seller has the task of advancing the state tax to the country of origin. This is because it will transport the goods to a vessel selected by the buyer.
